Job Description:

Conducts organized analytical assessments and evaluations to understand and/or evaluate issues to inform decision making, policy development, system development, management, or administration of client processes. Leads acquisition documentation development and coordination. Works with Government leads to develop documentation and adjudicate stakeholder comments. Uses analytical techniques to assess system acquisition process issues and develop risk reduction and mitigation approaches for improving acquisition and program planning, control, and execution.

Responsibilities:

  • Drafting Government acquisition procedures, and policy
  • Performing agency-wide acquisition management reviews and analysis
  • Preparing requirement documents such as performance based work statements, SOWs, etc.
  • Full life cycle contract management (“cradle to grave”)
  • Strong understanding of acquisition life-cycles
  • Knowledgeable of various contracts types and can articulate uses
  • Assist agency contracting office with drafting various contract documents including base contracts, modifications, and purchase orders
  • Working with and advising program managers on procurement policies, regulations, and procedures that result in cost savings for the Government
  • Supporting interdisciplinary functional acquisition teams

Required Qualifications:

  • Strong ability to work with interdisciplinary functional acquisition teams
  • Strong oral and written communication skills
  • Proven ability working successfully in a collaborative and diverse environment
  • Excellent attention to detail, particularly documentation concerns
  • Excellent project management skills and ability to prioritize in a fast-paced environment
  • 10+ years of experience with acquisition management 
  • Experience running end-to-end acquisition lifecycles, to include the development of Statements of Work (SOWs), Statements of Objectives (SOOs), and Performance Work Statements (PWSs)
  • Experience supporting $20+ million, multi-year procurements
  • Experience with Microsoft Office, including Excel, Word, and PowerPoint 
  • Public Trust Clearance
