Our client is seeking an experienced CPIC Analyst for a major Federal agency. The candidate will provide strategic and tactical direction in support of a $500M+ IT budget. The analyst will demonstrate excellent client handling skills with the ability to quickly develop relationships at all levels of the client organization. This position will be 50% at the Client site in Washington, D.C., and 50% in McLean, VA.  


  • Perform business analysis and capital planning duties associated with the Capital Planning and Investment Control (CPIC) process in satisfying OMB A-11. 
  • Provide consultation services for the client's IT investments through the CPIC phases. 
  • Assist in the response to budget/IT portfolio data calls from OMB. 
  • Assist Government and other contractor personnel in the preparation, submission, and maintenance of project documentation required by the Exhibit 300 process (Alternatives -Analysis, Risk Management Plan, etc.) 
  • Provide performance analysis and benchmarking, with development or enhancement of performance measures/metrics. 
  • Provide best practice assessments and augmenting efforts to align strategic documents with business plans, federal guidelines, and best practices. 
  • Development of an in-depth working level briefing to articulate the IT Portfolio Management strategy.
  • Development of a Capital Planning and Investment Control (CPIC) Plan. 
  • Development of a CPIC Gap analysis report. 
  • Development of Control and Evaluation Phase process flows, tools and templates. 
  • Assist in technology assessments; identify risk and performance; assess strategic modernization efforts and plans. 


  • Bachelor’s degree in Computer Science, MIS, Business, Engineering or another IT related field. 
  • 3+ years of working experience with the CPIC process and managing/supporting large investments.
  • 3+ years of project and customer management experience in Federal Civilian consulting environment. 
  • Knowledge or experience in documenting processes and recommending new and/or modified processes, as appropriate.
  • Experience in facilitating, modeling and documenting development of current business processes or change to existing business processes
  • Experience in Technology Business Management (TBM). 
  • Software development and/or IT operations project management analysis experience. 
  • Experience in tracking budget and activities for a product/project portfolio. 
  • Project Management Professional (PMP) certification or equivalent. 
  • Strong understanding of the software development life cycle (SDLC). 
  • Proven experience in risk management, analysis and mitigation. 
  • Proven experience in communications planning and execution.
