Our client is seeking a Proposal Manager to lead the development of winning proposals for US Federal Civilian agencies. This role requires strong organizational, project management, communication, and leadership skills to guide cross-functional teams in creating compelling, compliant, and competitive proposals.
Responsibilities:
▪️ Lead and manage proposal development: Direct and motivate teams, ensuring clear roles, responsibilities, and deadlines.
▪️ Develop and execute strategic proposal plans: Create and manage comprehensive plans, including schedules, resource allocation, and coordination of inputs and reviews.
▪️ Integrate capture strategy into proposals: Translate capture phase strategy and themes into persuasive proposal narratives.
▪️Analyze solicitations and identify potential challenges: Critically evaluate requirements, identify risks, and decompose complex information into manageable tasks.
▪️Adapt strategies and innovate solutions: Adjust proposal approaches based on evolving needs and leverage resources to develop innovative solutions.
▪️ Ensure compliance with industry best practices: Guide teams in adhering to proposal development and writing standards.
▪️ Develop templates and outlines: Create and maintain standard proposal response templates and detailed outlines aligned with RFx requirements.
▪️ Lead, coach, and mentor proposal team members: Provide guidance and support on best practices for organizing, writing, and reviewing proposals.
▪️ Ensure compliance and responsiveness: Develop compliance matrices, conduct writer training, and lead storyboard/annotated outline development sessions.
▪️Communicate effectively and build consensus: Foster clear communication with senior leadership, resolve issues, and ensure a cohesive proposal development process.
▪️Facilitate meetings and make decisions: Lead team meetings, facilitate proposal kickoffs, conduct writer training, and guide storyboard/annotated outline development and color review sessions. Make decisions on proposal changes based on feedback and compliance requirements.

Qualifications:
- Bachelor's Degree with 9+ years of relevant experience, or Master's Degree with 7+ years
- 5+ years' experience with US Federal Civilian proposals
- Experience interpreting US government contracting regulations
- Proven experience winning contracts with US Federal Civilian agencies
- APMP certification preferred
