Report Tool Administrator (RTA), Level 2

U.S. Citizenship is required - Security Clearance: TS/SCI with an appropriate agency Polygraph is required.


The Report Tool Administrator shall install, test, and debug new software upgrade versions. 

Responsibilities:

  • Analyzes the impacts of vendor-provided updates and upgrades to the system and programming solutions.  Schedules and coordinates outages with customers and developers. 
  • Provides 24-hour advance e-mail notification of planned outages. 
  • Provides support to briefings. 
  • Creates project schedules for software upgrades. 
  • Provides technical guidance, oversight, and technical/functional solutions to the enterprise-level reporting.  Provides support and status to staff regarding upgrades, deadlines and integration problems. 
  • Enables integration of COTS tools with GOTS applications to meet customer requirements.

Qualifications:

  • A Bachelor’s Degree from an accredited college or university in Computer Science or related discipline and fourteen (14) years’ experience with report tool administration is required.  An additional four (4) years of report tool administration experience on projects with similar scope may be substituted for a Bachelor’s Degree.  Additional requirements include:
  • Two (2) years’ experience with COGNOS v10 (or later) suite plus three (3) years’ experience with COGNOS v8 (or later).
  • Five (5) or more years’ experience with an SQL language, such as Oracle.
  • Five (5) or more years’ experience with the installation and debug of COGNOS products.
  • Five (5) or more years’ experience with customer training and presentation.
  • Five (5) or more years’ experience creating dashboards, power cubes, and reports.
  • Completion of COGNOS BI Administrator training using COGNOS v10 (or later) suite.
  • Completion of COGNOS Report Authoring training using COGNOS v10 (or later) suite.
  • Certified in COGNOS BI Administrator within the past three (3) years or with a comparable Business Intelligence COTS tool.
  • Three (3) or more years’ experience in a similar role.
  • One (1) or more years’ experience with UNIX

The Level 2 Report Tool Administrator shall possess the following capabilities:

  • Ensures that new software patches and upgrades are downloaded from vendor websites and scanned at NSA approved scanners before loading on NSA accredited business intelligence servers.
  • Ensures changes are validated and approved prior to incorporation.
  • Ensures prior versions of the software are archived for configuration management.
  • Assists with the loading and testing of patches on development and test environments before deployment to production.
  • Ensures patches are compliant with organizational quality assurance processes and in accordance with applicable organizational and/or Agency standards.
  • Loads and tests patches on development and test environments before deployment to production.
  • Produces, updates, and maintains technical and non-technical software installation documentation.
  • Gathers and analyzes technical information and creates clear, readable documents in the form of user manuals, end-user training materials, and installation guides.
  • Researches, loads, and debugs new business intelligence software implementations.
  • Works with developers and customers to incorporate software changes in reporting products.
  • Develops and delivers training to developers in support of major software upgrades.
  • Ensures interoperability of the reporting tools.
  • Provides overarching architectural recommendations regarding suitability of individual tools to reporting requirements.
  • Integrates reporting tools with other tools and applications to satisfy customer requirements.
  • Collaborates and confers with software engineers and developers to ensure integrated solutions meet expectations.
